County-Specific Framework Begins Dec 3

Oregon's statewide Two-Week Freeze wraps up after Dec. 2 (sector specific guidance is here).

Effective December 3 is the Governor's Risk & Protection Framework which provides county-specific guidance at four risk levels based on their level of COVID-19 spread—Extreme Risk, High Risk, Moderate Risk, and Lower Risk.

The Oregon Health Authority (OHA) re-examined county data on Nov 30 to determine which counties qualify for each risk level: 25 counties are starting in the extreme risk category, with 5 at high risk, 2 at moderate risk, and 4 at lower risk.

In each subsequent two-week period, OHA will examine and publish county data weekly, but county risk levels will not change until the end of the second week. In the first week, counties will be given Warning Week data to prepare for potential risk level changes. In the second week, risk levels will be updated based on that week’s data. Oregon counties that reduce their COVID-19 risk levels in coming weeks and months will be able to incrementally move to lower levels.

It’s important to note that there is no zero risk category. Until COVID-19 vaccines are widely available, health and safety precautions will remain in place so that schools, businesses and communities can reopen, and stay open.
